The Medicare Plan Finder has an online enrollment center that lets you enroll someone with Medicare in a PDP, Medicare Health Plans with drug coverage (which could be MA-PDPs, Cost Plans with drug coverage, or PACE), and Medicare Health Plans without drug coverage (MA plans and Cost Plans without drug coverage) provided they’re in an allowed enrollment period, like the Medicare Open Enrollment Period (OEP) which occurs October 15 through December 7 each year.

What is the Medicare Plan Finder? This tool, which is developed by the U.S. Centers for Medicare and Medicaid Services (CMS), provides important cost and coverage information to help people with Medicare make informed choices about their Medicare health and drug plan options.
How can I access the Medicare Plan Finder? Please visit https://www.medicare.gov/plan-compare/#/?year=2019 to access the official Medicare Plan Finder Site.
When does Medicare enrollment begin? Medicare Open Enrollment begins October 15. You can preview the next year’s plan data starting October 1. During this time, the Medicare Plan Finder will display both the current and next year’s plan data. The current year plan data will continue to be displayed through November 30 for those applying for coverage for the current year. 
What is so special about the Medicare Plan Finder? You can now choose to add drugs in Step 1 of the basic search. This enhancement will help provide more detailed search results without requiring all of the information needed to conduct a personalized search. The Medicare Plan Finder now also allows both the Medicare Beneficiary Identifier (MBI) on the new Medicare cards, and the Health Insurance Claim Number (HICN) to be used in the personalized search option. After January 1, 2020, you can only use the MBI.
